I got my spotify account set up by going thru a proxy...
Set firefox to use proxy 91.121.84.92 thru port 80 (on all protocols),
go to https://www.spotify.com/en/get-started
use the french zipcode 69002 when you create your account and you should be up and running in no time.

Second time you log on you can set your account settings to your country of origin
