Restricting web communication ain't gunna happen. I just see too many business related and communication problems with that. I see the idea, for websites, but it's not practical and would create serious complications with standard web communication and todays business practices.
And what was said above is right, if only a handful of internet providers switch to a model like this (and again, I just dont see it happening due to restrictions on data communication that has nothing to do with personal web browsing) theres gunna two dozen more who dont. Those companies can then expand into areas that were previously dominated by a single or couple providers they didnt have resources to move into before, knowing full and well those subscribers will switch to their service.
