You can applaud him even right after smiting its 12 hours on each karma action; on isnt dependant on the other.
Yes, but he will only feel the effect of whichever you did last.
For example if he has 10 karma and you smite him he will have 9. If you then applaud him within 12 hours he will have 11 (assuming noone else has applauded or smitten/smited/whatevered him in the meantime)
